About the Department
The Finance Department is responsible for the Annual Budget, all financial record keeping and reporting for the Town (accounting, payroll, risk management, and utility billing), and Comprehensive Financial Reporting.
Utility Bill Payment & Questions
You can pay water & sewer bills online or in person at Town Hall. Contact Shellie Morillon (307-733-3932 x1156) with related questions. The Town can also accept direct debit EFT for utility bills. To sign-up, complete and sign this application (PDF), and return it to the Finance Department at Town Hall.

Here's how to Renew or apply for a New Business License through our online portals, Caselle and Xpress-Bill-Pay.
Steps to renew a Business License:
- CLICK HERE FOR BUSINESS LICENSE RENEWAL APPLICATION
- Sign in with either Google or another email address.
- Register with Caselle Community, if you have not already.
- Enter business email address & click “Register New.”
- Use your Account # / Pin to connect your business license.
- Click on the “View my business” link.
- Click the pencil icon next to your license number, select today’s date, edit info, and click “Submit Changes” at bottom.
- Click the orange “Pay” button at top right and submit payment through pop-up from Xpress-Bill-Pay.
*Business License Renewal Applications can also be completed by downloading and filling out a paper app, mailing it to the address listed below or dropping it at Town Hall, and paying through Xpress-Bill-Pay. CLICK HERE TO DOWNLOAD AN APPLICATION.
Business License Application and Questions
Applications for a business license must be submitted and approved before a business begins operating. Applications must be fully completed; incomplete applications delay processing. Payments shall be made when applications are submitted and are not refundable, unless an application is denied. If a business license application is denied, the entire fee, less a $47 application fee, will be refunded.

Notice of Claim
The Finance department administers liability claims thru the Local Government Liability Pool, a self-insurance liability pool for local governments in Wyoming. The pool is subject to WY Governmental Claims Act (W.S. 1-39-113). Complete the following form to file a claim: WYOMING LOCAL GOVERNMENT - NOTICE OF CLAIM. The form must be complete and signed by the claimant. Incomplete claims will delay processing and/or result in denial. Please return completed, notarized copy to Town Hall or mail to:
