The following are highlights of the Town Council’s actions from their meetings on Monday, February 1 (joint meeting with Teton County and regular Council meeting):
JOINT INFORMATION MEETING
MONDAY, FEBRUARY 1, 2021

• The Council and Commission directed Housing Department staff to draft a Request for Qualifications that includes two primary components - a Housing Nexus Study for Teton County and a Regional Housing Needs Assessment and to bring the draft RFQ back for review at the March 1 JIM.
• The Council and Commission directed the Pathways Coordinator to proceed with Phase 3 of the Teton Mobility Project.
TOWN COUNCIL REGULAR EVENING MEETING

• The Mayor introduced new START Supervisor Chris McDonough and new Associate Planner Katelyn Page.
• The Council approved perpetual Sanitary Sewer Easements at 545 Cache Creek Drive and at 555 Cache Creek Drive and directed to include this payment in the next budget amendment for FY21, they also approved a perpetual Sanitary Sewer Easement at 650 S Glenwood.
• The award for the Cache Creek Sewer Project (ToJ Project 20-19) was awarded to Westwood Curtis Construction.
• The Council approved the ownership transfer of the Blue Lion restaurant liquor license to BL Restaurant LLC.
• Item P20‐166: Subdivision Plat at 808 Upper Redmond was approved. • The Council approved Item P20‐185: Sketch Plan at 1675 Berger Lane.
• Three resolutions were approved:
Resolution #21‐04: A Resolution Adopting FY21 Budget Amendment #2
Resolution #21‐05: A Resolution Supporting Creation of a Sexual Assault Response Team “SART”
Resolution #21‐06: A Resolution Adding Downtown Design Overlay and Historic Preservation Design Guidelines to the Town Design Guidelines
• The Council approved 8 ordinances on third and final reading and designated ordinance numbers for them.
Ordinance M: An Ordinance Adding Jackson Land Development Regulations Division 5.9 Preservation of Historic Resources.
Ordinance N: An Ordinance Amending and Reenacting Jackson Land Development Regulations Related to the Historic Preservation Program.
Ordinance O: An Ordinance Adding Jackson Land Development Regulations Section 8.5.6, 8.5.7, and 8.5.8 to Establish Historic Preservation Procedures.
Ordinance P: An Ordinance Amending and Reenacting Jackson Land Development Regulation Section 6.3.2 Regarding Housing Mitigation for Historic Properties.
Ordinance Q: An Ordinance Amending and Reenacting Jackson Land Development Regulation Division 8.10 Regarding Duties and Responsibilities of the Teton County Historic Preservation Board.
Ordinance R: An Ordinance Amending and Reenacting Jackson Land Development Regulation Division 9.5 Definitions.
Ordinance S: An Ordinance Amending and Reenacting Jackson Land Development Regulations Section 2.2 and 2.3 Regarding Development and Standards in the Downtown Core, Urban Commercial, and Town Square Zones.
Ordinance T: An Ordinance Amending and Reenacting Jackson Municipal Code Section 15.38.020 Regarding Historic Buildings.
• The Council directed staff to bring back a plan and timeline for opening the process of accepting retail and bar & grill liquor license applications.
• The Council discussed their board liaison assignments and will workshop this item. The Council discussed the COVID community updates.
• The Town Managers report contained an update on January Sales and Lodging Tax, the proposed meetings schedule to review the FY2022 budget, and a paid parking bid solicitation RFP.
