The following is an overview of the Town Council’s actions taken at the August 20th workshop and regular meeting.

Town Council Workshop
Monday, August 20
3:00 PM  

•The Council heard a proposal to reduce plastic bag waste by imposing a ban on single-use plastic bags and imposing a minimum fee on using paper bags.  Staff was directed to incorporate concerns raised by Council and in public comment and to bring back for discussion at the next workshop on September 17.

•Council received an update on the Downtown Core Parking Study currently underway.

•The Council was briefed on upcoming items - Snow King’s On-Mountain Improvements Proposal, their Master Plan, and their Lease Agreements with the Town.  A series of both regular and special meetings will be scheduled beginning in October to hear each item.

•Workshop time expired before the discussion on our Sign Code could be held.  It was continued to the next available workshop.

Town Council Evening Meeting
Monday, August 20
6:00 PM

•The Town’s new Public Works Director, Floren Poliseo was introduced at the regular council meeting.

•The Council reconsidered the award for Bid 19-02 for the Fall Street Patching Project and the award was approved for CM Owen Construction who was the lowest bidder.  This was to correct a clerical error.

•At the regular Council meeting, meeting minutes and disbursements were approved and the June Municipal Court was accepted into the record.

•Temporary Sign Permits were approved for the Western Design Conference and WYO Country Fest Summer Concert Series.

•The Fall Arts Festival and Western Design special events were approved.

•A malt beverage permit for Snake River Brewing was continued to September 4.

•The Council approved four Temporary Roadway and Access Easements from JMIR Snow King LLC, Snow King Mountain Resort LLC, ABSK LLC, and Robinson Rentals LLC, related to the Snow King Estates water project.

•Change Order No. 1 to the CMAR Contract was approved to allow for the installation of an 8-inch diameter water line from Budge Drive to HWY-22.

•The Council approved a Notice of Award to Eco-Connect Consulting LLC to perform an Environmental Assessment of Karns Meadows.

•Planning items P18-163 and P18-164 for cell antennas were continued to a date uncertain at the applicants request.

•The Development Plan for 175 S. Glenwood Street (P18-156) was approved.

•Amendments to the Grand Targhee Resort Plan were presented to Council for any recommendations or comment.

•The Council approved the redesign of the north side of the Maple Way and Buffalo Way intersection to include the addition of both right- and left-hand turn lanes, the removal of curbside parking, and to extend the red zone a little bit around the curve onto Maple Way.

•Ordinance N was approved at second reading which amends Municipal Code Section 13.12.020 regarding the procurement of water meters.

•Ordinance O was approved at second reading which amends Municipal Code Section 1.12.010 regarding penalties for violations of the municipal code.

•Staff was asked to look into an additional pedestrian crosswalk to the Center for the Arts on the Glenwood Street side.

•The Town Managers report contained an update on the Sales and Lodging Tax and the referendum petition against ordinance 1197 which was found insufficient.
