TOWN COUNCIL
MEETING ACTION ITEMS
The Jackson Town Council met two times yesterday (Monday, December 7): a 1:30pm Special JIM and a 6pm Regular Town Council evening meeting.
The following is an overview of the Town Council’s actions taken during these meetings:
SPECIAL JOINT INFORMATION MEETING
• In the joint meeting with the County, the Council and Commission approved document templates for Rental Housing Deed Restrictions and a Memorandum of Understanding for extraterritorial law enforcement for the town.
• The Council and Commission approved updates to the Integrated Transportation Plan.
• The County approved the Human Services and Resources Allocation Plan and the Town continued it to their regular meeting.
• The Council and Commission continued the Housing Preservation Program agenda item to a next available joint meeting.
TOWN COUNCIL REGULAR EVENING MEETING
• At the regular council meeting, meeting minutes and disbursements were approved as presented.
• The Winter Wonderland special event was approved. The Dog Sled Ceremonial Start special event was continued to December 21st.
• A temporary sign permit was approved for Jackson Hole Food & Wine.
• The Council approved the Human Services and Resources Allocation Plan as it was presented in the earlier joint meeting. The council delayed their vote from the JIM to council meeting so all members of council could vote.
• The Council approved a resort liquor license for CCC’s Center Street LLC dba The Cloudveil.
• Item P20‐166 Subdivision Plat at 808 Upper Redmond was continued to January 19, 2021.
• The Council recommended the following people to Teton County Steering Committee for the Northern South Park neighborhood planning process: Bill Collins, Hans Flinch, Laura Bonich, Larry Thal, and Wendy Martinez.
• Ordinance I and J amending the Municipal Code and LDRs regarding the Planning Commission were approved at third reading.
• Ordinance K, amending the Municipal Code for winter parking restrictions on level 4 of the parking garages was approved at second reading.
• Ordinance L, amending Jackson Land Development Regulations Section 6.3.3 Amount of Affordable Workforce Housing Required (Mitigation Rates) was approved at second reading.
• Ordinances M to T were approved at second reading which updated the LDRs and Municipal Code for the Historic Preservation Program and development and standards in the Downtown Core, Urban Commercial and Town Square zones.
• Ordinance U, amending and updating water and wastewater rates was approved at first reading.
• The Council approved a comment letter to Teton County regarding Sketch Plan application SKC2020-001 in Northern South Park.
• The Council voted to fill an open part time position in public works for snow plowing.
• The Council discussed unfilled positions, revenues, supporting health professionals in the COVID pandemic, the Governor’s Order taking effect Wednesday, and the Library Board.
• The Town Managers Report contained an update on processing the council’s public email correspondence, community service officer for shelter operations, and revising the Rotary’s fireworks funding contract to be for the Teton Board of Realtors .
