JIM & Regular Council Meeting

Monday, December 4

December 1 – Starting at 1:30pm on Monday, December 4 Town Council will join the County Commission for a Joint Information Meeting (JIM) in the Commission’s Chambers. After the call to order, roll call, and announcements, public comment will be taken about items not on the agenda. Following that, the consent calendar with meeting minutes from November will be considered. Then, Regional Transportation Planning Administrator Charlotte Frei will present a Regional Transportation Task Force Agreement. Next, START Bus Director Bruce Abel will present a budget amendment. The last item at this meeting will be matters from Council, Commissioners, and Staff and it will adjourn by 5:00pm or earlier.   

That evening, Town Council will reconvene at 6:00pm for its Regular Meeting in Council’s Chambers at Town Hall. Mayor Hailey Morton Levinson will call the meeting to order, do roll call, lead a recitation of the Pledge of Allegiance, and read the Town’s Land Acknowledgement. After that, Mayor Morton Levinson will read an ‘Active People & Healthy Nation’ proclamation. Then, two new employees, Police Administrative Coordinator, Kara Hobby, and Joint Associate Long Range Planner Claire Lasez will be introduced. Next, Public Comment for items not on the agenda will be taken. 

Following that, Council will consider the consent calendar including meeting minutes; disbursements; a Grant Agreement for American Rescue Plan Act funding supporting construction of a water well in west Jackson; procurement of an electric motorcycle for the Police Department; and a lease between START and Salt Lake Express. Under Discussion and Action Items, Community Engagement Specialist Susan Scarlata will present Council with a letter to the State Lands & Investments Board regarding a grant request from the Housing Department. After that, Associate Planner Katelyn Page will present a development plan for a mixed-use building at 655 and 665 South Cache Street. 
 
 Following that, Council will consider readings of Ordinances about the following. 

  • Amending Water and Sewer Rates (3rd reading)
  • Amending the official zoning map for Karns Meadow (3rd reading)
  • Land Development Regulation clean-up and annual update (1st reading) 

Under Matters from Mayor and Council there will be an update about the Joint Town/County funding committee. The final item will be the Town Manager’s report, which includes updates about Catering Permit Compliance; the Town’s Parklet Program; processing of Temporary Sign Permits; and a grant from the Wyoming Energy Authority. This meeting will take place in Council’s Chambers and can be watched on the Town’s website or via Zoom. Public comment will be taken, and attendance and participation are welcome both in person and virtually, details below. This meeting will be preceded by a Joint Information Meeting starting at 1:30pm in the County Commission’s Chambers.
