At 1:30pm on Monday, October 16, Town Council will hold its regular Workshop in the Council Chambers. Mayor Morton Levinson will call this meeting to order and do a roll call for Council. Then, Assistant Public Works Director Johnny Ziem will present amendments to water and sewer rates. Following that, Town Attorney Lea Colasuonno will present a Censure Policy. Next, Town Manager Tyler Sinclair and Finance Director Kelly Thompson will present a Quarterly Budget Check-In. After that, Public Works Director Floren Poliseo will present a status update about the Stormwater Management Program. Then, matters from Mayor and Council, if any, and an update about upcoming agendas and Council’s calendar and priorities will be considered. Council will then adjourn to an Executive Session to discuss personnel matters. This meeting will end at 5:00pm.
At 6:00pm, Town Council will reconvene for its Regular Meeting. Mayor Morton Levinson will call the meeting to order and do a roll call for Council. Then the Pledge of Allegiance will be recited and the Mayor will read a Land Acknowledgement highlighting indigenous nations in our area. After that, former Councilmember Bob Lenz will be presented with an Honorary Board Membership by the Wyoming Association of Municipalities. Then, Mayor Morton Levinson will introduce two new Town employees joining the police department, Bailey Williams and Liam Fowler. After that, public comment on items not on the agenda will be heard. Next, Council will consider the consent calendar including meeting minutes, disbursements, a temporary sign contract, and the Town Attorney’s contract.
Under ‘Discussion/Action Items,’ Town Manager Tyler Sinclair will present a Well Easement Agreement between the Town of Jackson and JHHR Holdings. Next, Regional Transportation Planning Administrator Charlotte Frei will present a request for proposals for bike and car-sharing programs. Then, Assistant Town Manager Roxanne Robinson will present the 2023 report about the Rodeo and proposed dates for the 2024 Rodeo.
Under Resolutions, Council will hear a reading of a Resolution amending the fee schedule and a Budget Amendment. Following that, Town Council will hear readings on Ordinances about the following.
Amending the Karns Meadow Zoning Map (2nd reading)
Repealing noise from special events in the Town’s Municipal Code (1st reading)
Adding a bias crime provision to the Town’s Municipal Code (1st reading)
Amending Discrimination in Housing and Public Accommodations (1st reading)
Regarding penalties for assault, battery, and unlawful conduct (1st reading)
After that, there will be time for Matters from Mayor and Council and the final item in this meeting will be consideration of the Town Manager’s Report. This report includes updates about Town staffing and employee housing and Childcare at the Town’s Si Ferrin building and dates for publication of Council packets when holidays fall on Mondays.
