Special Workshop & Regular Meeting | Monday, December 20
December 17 – Jackson’s Town Council will meet for a Special Workshop starting at 1:30pm on Monday, December 20. In 2022, this will be the new start time for Workshops. This meeting will begin with updates from the Community Development, Finance, Housing, and Parks & Rec departments. Next, Planning Director Paul Anthony and Housing Director April Norton will present about a new deed restricted housing project, Jackson Street Apartments. This 57-unit project will provide 43 Affordable Rental and 14 Workforce Rental units. The design incorporates a community perspective to activate the street with multiple entries, provides ample bike storage, incorporates accessibility for people with disabilities, and various pedestrian amenities.
Then, Town Manager Larry Pardee will lead Council through a discussion about the Future Funding of Local Government. The Town is currently on solid financial footing, but this may not continue to be possible without additional recurring revenue. How should the Town be funded? Should Council consider additional sales tax, county-wide or in Town only? Should Council work to increase the lodging tax, or assess additional property tax? Town Council will discuss these options and work to set a strategic funding strategy for the Town to be able to continue to meet our community’s needs.
At 6:00pm, Town Council will hold its Regular Meeting, which will begin with the introduction of new Police Officer, Kevin Horchak, and full-time Transit Operators Jeff Marshall and David Reynolds. After that, there will be a Proclamation for Extra Mile Day and then public comment for items not on the agenda will be taken. Following that, the consent calendar, with meeting minutes, November’s Municipal Court Report, various Temporary Sign Permit applications, and a Letter of Agreement for the ‘County Water Quality Management Plan Partnership’ will be considered. Under ‘Public Hearings, Discussion, and/or Possible Action Items,’ Assistant Town Manager Roxanne Robinson will present a funding request from Community Entry Services. Then, Robinson will present the Municipal Judge Appointment Process as the current Municipal Judge, Melissa Owens, was appointed to be District Court Judge for the 9th Judicial District by Governor Gordon. After that, planners Katelyn Page and Tyler Valentine will present three subdivision plats on Simpson, Nelson, and Kelly. Next, Resolution #21-29 establishing a Sister City Relationship with Tlaxcala, Mexico will be read. Then, numerous Ordinances will be read largely related to updates to Building and Construction codes. Finally, Matters from Mayor and Council will include Board and Commission reports and the Town Manager’s Report will be considered.
