The following is an overview of the Town Council’s actions taken Monday, November 15 during the Town Council Workshop (3pm) and the Town Council Meeting (6pm)

REGULAR WORKSHOP
MONDAY, NOVEMBER 15
3:00pm

  • Council directed staff to prepare a Percent for Art ordinance for consideration at a future Council meeting.

  • Council directed staff to revise Title 10 and to bring back a draft for Council review at a future meeting.

  • The Stable and Transitional Neighborhood discussion was continued to the December 6, 2021 meeting.

REGULAR MEETING
MONDAY, NOVEMBER 15
6:00pm

  • The Vice Mayor introduced new employees Sean Leonhard, Carly Anderson, Andrea Reynolds, and Levi Scribner.

  • The Vice Mayor read a proclamation recognizing November 15-21, 2021 as National Apprenticeship Week.

  • The Consent Calendar was approved including meeting minutes from the Nov 1 special workshop and the Nov 1 regular meeting, disbursements, the October Municipal Court Report, a Development Agreement for 175 S. Glenwood St., Special Event Traditional Christmas Eve Service, Special Event Winter Wonderland, Special Event Small Business Saturday, and Temp Sign permits for the Holiday Bazaar, Art Classes, Soroptimist, the JH Classical Academy Book Fair, and the JH Academy Ceremony of Carols.
     
  • A County Sewer Connection Request was approved for 1040 E. Evans (WYDOT Housing).

  • A 90-Day Stay on the issuance of Demolition Permit Application was granted for 445 E. Kelly.

  • Council approved a Subdivision Plat for 185 N. Glenwood.

  • Item P21-246:  Request for Subdivision Plat at 10 E. Simpson was continued to the December 20 regular meeting.

  • A Subdivision Plat for the King St. Condos was approved.

  • A public hearing was held for the 400 W. Snow King Ave. CDBG grants.

  • Resolution 21-28 establishing Town policy regarding consideration of sewer and water connection requests outside of the Town and existing contracted service areas was approved by Council.

  • Ordinance Q, regarding Absence and Vacancy in elected office, was approved on 3rd reading and was designated ordinance #1300.

  • Ordinance R, Terra Firma Franchise Agreement, was approved on 2nd reading as presented.

  • Ordinance S, amending regular workshop start times, was approved on 1st reading as presented.

  • Ordinances T-A, updating Title 15 Buildings and Construction, were approved on 1st reading as presented.

  • The Vice Mayor announced that all Council meetings in December will be held remotely.

  • Council discussed procedures and processes regarding a development moratorium and bear activity in Town limits.

  • The Town Manager’s report contained information on the Retail and Bar/Grill Liquor License Application Process, the 2022 Council Retreat, and the 2022 Joint Town Council and County Commission Retreat Date.
