Workshop & Regular Meeting | Monday, November 15

Jackson’s Town Council will meet for its regularly scheduled Workshop on the third Monday of the month from 3:00pm-5:00pm on Monday, November 15. The meeting will start with a presentation of a Public Art Ordinance by Community Development Director Tyler Sinclair. This Ordinance, suggested by the Public Art Task Force, calls for support of Public Art through establishment of consistent policy and funding to potentially include a Percent for Art on construction projects. After that, Town Attorney Lea Colasuonno will present updates to Title 10 Vehicles and Traffic. Then, Tyler Sinclair will present about Stable and Transitional Neighborhoods, including recent changes to residential neighborhoods in the Town and the “Super Gentrification” occurring in our area.    

At 6:00pm, Town Council will hold its Regular Meeting, which will begin with the introduction of new employees in the Legal and Police Departments. Then, there will be a proclamation for ‘National Apprenticeship Week.’ Following that, public comment for items not on the agenda will be taken, and then the ‘Consent Calendar’ will be considered including an Agreement on Glenwood Street and special event and temporary sign applications for holiday events.

Under ‘Public Hearings, Discussion, or Action Items’ Tyler Sinclair will present again about a ‘90-Day Stay Request for Issuance of a Demolition Permit at 445 E. Kelly.’ After that, Town Planner Tyler Valentine will present two Subdivision Plat requests at 185 N. Glenwood and King Street Condos. Next, Housing Director April Norton will present a Community Development Block Grant hearing for a grant application to the Wyoming Community Development Authority for an affordable housing project at 400 W. Snow King Avenue, which will be called “Flat Creek Apartments.”

Following that, Tyler Sinclair will present a ‘Sewer and Water Resolution,’ which outlines the factors Town Council will be prioritizing as it considers connecting new properties to its sewer system. The Resolution highlights that preference will be given to existing developments with failing or substandard systems; those that do not expand the service area or system’s overall capacity; those that align with the Town’s Comprehensive Plan; those that have significant numbers of deed restricted homes; those that have lesser environmental impacts; those that are in close proximity to existing infrastructure; those that have minimal effect on the sewage system’s overall capacity; and those where property owners will cover the costs instead of current rate payers.

Eleven different ordinances will be read after that, mostly focused on updates to Building and Construction codes. Then, under Matters from Mayor and Council, the Council will consider the continuation of virtual meetings for another month; the procedures and process for a Moratorium; Bear Activity in Town Limits; and any Board or Commission reports. Lastly, the Town Manager’s Report be discussed, if necessary.
