Santa on the Town Square

The Jackson Hole Chamber of Commerce and Rocky Mountain Bank are pleased to present Santa on the Square each evening from 5:00-7:00pm. Santa on the Square will begin Saturday, December 15 and run through Monday, December 24. Children are invited to bring their wish lists and grown ups are reminded to bring their cameras. Cookies and hot cocoa donated by local businesses help to add to the sweet atmosphere in the little cabin!


The Town Council approves the use of the Town Square for special events.



The Jackson Hole Chamber of Commerce requests approval to host the annual Santa on the Square special event at the Stage Stop Building on the Town Square.  The event will run every day from December 15, 2018 through December 24, 2018 from 5:00 to 7:00 P.M.  The applicant requests the following:

  1. The use of the Stage Stop Building at the Town Square for Holiday visits with Santa.
  2. Permission to display an A-frame sign from December 15 – December 24, 2018 per the attached sign permit application.  Current regulations allow A-frame signs only on private property. 
  3. Permission to display a wooden cut out sign which reads “Santa” from December 15 – December 24, 2018 per the attached sign permit application.
  4. Permission to place two temporary propane heaters on sidewalk adjacent to the Town Square between the hours of 5:00pm and 7:00pm from December 15 – December 24, 2018.  A map of the proposed placement is included in this staff report.
  5. Permission to place a 20’x 10’ tent inside of the Town Square next to the Stage Stop building during the dates of December 15 – December 24, 2018.   This tent would remain up throughout this time frame.  A map of the proposed placement is included in this staff report.

The application has been submitted to all Town departments for recommendation and comment.   This event has been approved in the past.  

This year the applicant is requesting the consideration of 2 new proposals for this special event that have not been approved by the Town Council in the past (items 4 and 5 listed above).  The purpose of these two additions to the applicant’s request is to provide warm gathering and waiting areas for visitors attending this event.   The size of the Stage Stop building limits then number of people that can be inside at any given time.  In the past, visitors, including small children, have waited outside until there was room inside of the Stage Stop building.  

Prior to submitting this application the applicant met with representatives from the following departments:  Public Works, Parks and Recreation, Police, and Fire/EMS to discuss any logistical and safety concerns.   The representatives from these departments were comfortable with the placement of the heaters and the tent that are depicted in the layout map including in this staff report.

Staff recommends that council approve the use of the Stage Stop Building on the Town Square subject to the following conditions and restrictions:

  1. The applicant shall immediately clean up every day after the event.  All trash generated by the event shall be removed by the applicant from Town Square. 
  2. Insurance: An insurance certificate that names the “Town of Jackson as an additional insured including its Officers, Officials, Employees, and Volunteers” and states that coverage is primary and non-contributory is required at least ten days prior to the event. Insurance limits must be at least $1,000,000/occurrence and $1,000,000 aggregate.  The additional insured language on the certificate may not include any limitations or exclusions. Insurance certificates are subject to the review and approval of the Town Attorney.
  3. Only signs as described in the accompanying sign permit application are permitted.
  4. Food service shall be coordinated with Teton County Public Health.
  5. The applicant shall abide by guidelines set forth in a Town Square Holiday Display policy if applicable.
  6. Fire/EMS will conduct inspections of the site and additional requirements per the International Fire Code could be enforced prior to and during the event.
  7. Tents which can hold over 50 or more occupants must provide this the Fire Department with a detailed site and floor plan detailing means of egress, seating capacity, location and type of heating and electrical equipment (IFC 3103.6).
  8. Tents, canopies or membrane structures shall not be located within 20 feet of lot lines, buildings, other tents, canopies or membrane structures, parked vehicles or internal combustion engines (IFC 3103.8.2)
  9. Tents must meet the flame propagation performance criteria of NFPA 701 (IFC 3104.2).

10.  Combustible materials shall not be located within any tent, canopy or membrane structure in use for public assembly (IFC 3104.5).

11.  All open flame devices are strictly prohibited within tents unless approved by the fire code official (IFC 3104.7)

12.  Any cooking performed within tents shall require advance approval by this Department (IFC 3104.15.3 – 3104.15.7).

13.  Smoking shall not be permitted in tents, canopies or membrane structures.  Approved “No Smoking” signs shall be conspicuously posted (IFC 3104.6).

14.  Portable 2A:10B-C fire extinguishers shall be provided, one minimum, for tents requiring permits with a 75 foot travel distance (IFC 3104.12).

15.  Generators and other internal combustion power sources shall be separated from tents, canopies or membrane structures by a minimum of 20 feet and shall be isolated from contact with the public by fencing, enclosure or other approved means (IFC 3104.19).

16.  All electrical/temporary power shall be in accordance with the 2011 National Electric Code and subject to inspection from this Department (IFC 605.9).

17.  No stakes shall be placed in George Washington Memorial Park without first obtaining permission and utility locates from Parks and Recreation.  Utility locates must be coordinated at least ten (10) days prior to the event.   

18.  The applicant will abide by any additional conditions and restrictions as deemed by the Town Council.



I move to approve the application of the Chamber of Commerce for the Santa on the Square events from December 15-December 24, 2018, subject to the conditions and restrictions listed in the staff report.
